Clean Special Fuel Vehicles/Plates



This plate is issued to qualifying vehicles registered July 1, 2006 and after.



This plate is issued to qualifying vehicles registered before July 1, 2006.

Applicants for clean special fuel license plates receive the blue clean special fuel license plate established by statute for qualifying vehicles registered on or after July 1, 2006. Vehicles bearing this plate are not exempt from the occupancy requirements for the I-95/395 HOV lanes. However, qualifying vehicles with the blue clean special fuel license plates are exempt from occupancy requirements in all other HOV lanes throughout the state until the general exemption expires on July 1, 2009.

Vehicle owners who have vehicles registered with the white clean special fuel license plate, issued prior to July 1, 2006, may renew or transfer their plates to a newly purchased qualifying vehicle. Vehicles bearing this plate are exempt from occupancy requirements in all Virginia HOV lanes until the general exemption expires on July 1, 2008.

The annual fee for both clean special fuel license plates is $25.

Qualifications for Clean Special Fuel License Plates

In order for your vehicle to qualify as clean fuel it must be exclusively powered by clean special fuel. The following types of fuels may qualify a vehicle for clean special fuel plates:

  • Compressed Natural Gas
  • Electricity
  • Ethane
  • Hybrid Gasoline/Electric
  • Hydrogen
  • Hythane
  • Liquefied Natural Gas
  • Liquefied Petroleum Gas
  • Methane
  • Solar
  • or Combination of two types of clean special fuels

Not all hybrids qualify for clean special fuel license plates, but the following do:

2003 and earlier Honda Insight, Honda Impact and Toyota Prius, 2004 Honda Civic, 2004 Honda Insight, 2004 Toyota Prius, 2005 Toyota Prius, 2005 Honda Insight, 2005 Honda Civic, 2005 Ford Escape, 2006 Ford Escape, 2006 Toyota Highlander, 2006 Toyota Prius, 2006 Lexus RX400, 2006 Mercury Mariner, 2006 Honda Accord, 2006 Honda Civic, 2006 Honda Insight, 2006 Mazda Tribute, 2007 Toyota Camry, 2007 Lexus GS450h, 2007 Lexus RX400h, 2007 Ford Escape, 2007 Mercury Mariner, 2007 Honda Accord, 2007 Honda Civic, 2007 Toyota Highlander, 2007 Toyota Prius, 2007 Nissan Altima 2.5, 2008 Ford Escape, 2008 Honda Civic, 2008 Lexus GS450h, 2008 Lexus RX400h, 2008 Lexus LS600h, 2008 Mazda Tribute, 2008 Mercury Mariner, 2008 Nissan Altima 2.5, 2008 Toyota Camry, 2008 Toyota Highlander, 2008 Toyota Prius, 2009 Toyota Camry Hybrid 2.4 L.

NOTE: As new hybrids qualify, this information will be updated. Flexible fuel vehicle engines that do not utilize only a clean special fuel DO NOT qualify for the plates.

Applying for Clean Special Fuel License Plates

You must submit a "License Plate Application" (VSA10) to include the entire vehicle identification number (VIN) and title number. If you have just purchased the vehicle, DMV can verify if your vehicle qualifies for clean fuel plates; however, we cannot process the transaction until your vehicle is titled on our automated system.

DMV's Special License Plates and Consignment Center is the only division that can issue, reissue or transfer clean special fuel plates. Your VSA 10 may be faxed directly to us at 804-367-1280 or mailed to DMV Special Plates, P.O. Box 26668, Richmond, VA 23261-6668. These transactions cannot be conducted at a Customer Service Center or by a DMV Select agent, an automobile dealer, or via the Internet.

After thorough review of your application and documentation, the DMV Special License Plates and Consignment Center will determine whether or not your vehicle qualifies for clean special fuel plates. You will then be notified by mail, and if qualified, the clean special fuel license plates and an invoice for payment will be mailed to you unless payment has already been submitted.
